you need a passprt. Now to cross the border I think at the end of the month. So if he/she has a criminal record it probably will not happen.

As far as I know, with a criminal record (whether you've been to jail or not) you are not able to leave the country unless you've received a pardon. Sorry.

You don't need a passport to travel to Dominican or Cuba, Mexico as far as I know you do. All you need is your picture ID and you birth certifivate. I really don't think that you'll have a problem travelling. You're not going across the border so you don't need a pardon.

You don't need a passport to get into Mexico but they highly suggest it. I've been there 7 times and it is a lot easier to get through Mexican immigration with one.

I also wouldn't take the advice of those saying a person with a criminal record will have no problem. You're not crossing the US border but basically crossing a border into the country of your travel. As soon as you get off the plane you are crossing an imaginary border and you will have to present yourself to the immigration department of that country. Every country has different rules to gain entry and our country has rules to gain re-entry back in. There are websites that can give you the proper info and you can also check with the embassies of those countries as well.
